Agree with your points (approach), with the caveat that: important to revisit those points from what drove the previous survey. Basically (IMHO) better to evolve (revisit, build on and add to) from the previous survey than to start completely green-field again. Rationale: there apepars to be a relatively sound basis in the earlier survey, AND if we can repeat much of that - where it makes sense- then it helps continuity from one survey result to another one two+ years later - basically we can see trends. If survey bears no resemblence to previous survey, it wil be impossible to gauge trends...
